An existing static web page hierarchy can be changed into a interactive system by using WebKnotes.

Users can edit notes they created.
Notes can be viewed using several different methods, or the files can just be browsed.

like plain web pages, but anyone can add and edit pages online.
like newsgroups, but the hiearchy grows, as every note is a catagory.
like Wiki, but notes are organized in a hiearchy, and notes can be html, text, and now even Wiki files.
like Slashdot, but not database backed. Webknotes currently would probably not scale well to that level.

QRef is used to store and organize data that is searchable by keyword and
grouped by category.

Unlike many knowledge base utilities that are largely web-based, QRef
has multiple interfaces and ways to interact. A web-interface
(qref.cgi), a command line interface (qref) and an email gateway
(getmail.pl). QRef support multiple databases/attachments groupings
called registers . Also QRef respects what you type. It does not
word-wrap it does not replace special character (e.g. < is not replaced
with & gt; ). So having code examples, scripts or ACLs can be stored
without harm directly in QRef (or as an attachment).
