Users can log in and create expense reports and then add expense items. Admin user can then log in and approve items, or leave comments in the report. An email can be sent to the user when an expense item is approved or not approved. Easy to configure, add users, categories, and setup the email text all in the admin control panel. Uses PHP and MySQL.
