Dreamweaver is a little tricky at first, but after using it a little it becomes easy. Complex animations are just drag-and-dropping images where and when you want them. Plus it creates cross-browser dynamic HTML pages which can run in Netscape and MSIE 4.0x+ browsers. Note that it does not work in Firefox. I have not investigated or tried to fix the problem.
