When you have Windows XP SP2 installed and are testing the menu local on your computer with Internet Explorer the Internet Explorer PopUp blocker might be activated and block the menu. This does not happen on the internet or intranet.
This has nothing to do with PopUps but is caused by a default setting of Internet Explorer that disables scripting on local files. The menu is not a PopUp.
To change this setting in Internet Explorer choose Tools -> Internet options and the tab Advanced.
Under security enable "Allow active content to run in files on My Computer"

DOOM picks up where all other DHTML drop down menu bars leave off. It brings a level of intuitiveness to drop down Javascript menu design never seen before in that it abandons cryptic arrays and string variables to construct its DHTML menu system in favor of easy to use object methods and option names. DOOM can literally be installed into your current web page in minutes in its default mode from where it can walk you through how to further customize to your needs with its extensive tutorials, default styles and HTML help manuals.

Let start by identifying elements of a menu. One menu consists of number of submenus and one submenu consists of number of items.

There is no better way to define those elements than in HTML/CSS. The problem is how to make all those elements work together.

Here is a menu controller that allows menus to be build out of submenus by attaching them to each other like building blocks.

To build the menu:
? Define all menu elements in HTML/CSS
? Include fs-webmenu.js file
? Use wmItemOn function to attach submenus

Distribution package contains all the implementation details in easy to follow format.

Version 1.1 brings full power and convenience of HTML anchor element for opening links, eliminating limitations of JavaScript window.location and window.open functionality.

Add flare to your menu with Clarence's navigational script! Not only do participating menu items receive a "highlight" effect when the mouse moves over them, but also, a textual description of the containing link. Very cool, and degrades well with all browsers.
